Teaching metacognition: how to get learners thinking about their thinking

How to build the plan, monitor, evaluate cycle into everyday teaching through modelling, self explanation and exit tickets, backed by EEF evidence.

The Education Endowment Foundation's guidance on metacognition and self regulated learning consistently ranks it among the highest impact, lowest cost interventions available to teachers, with an average of seven additional months' progress when implemented well. That is a striking figure for something that requires no new equipment, no reduction in class size and no additional funding. It requires a change in how tutors talk about learning, and a willingness to spend classroom time on thinking about thinking rather than only on content.

Metacognition means, quite literally, cognition about cognition: the awareness and understanding of one's own thought processes. A learner with strong metacognitive skills knows what they know, knows what they do not know, and has strategies for closing that gap. A learner without these skills often cannot tell the difference between feeling confident about a topic and actually understanding it, which is exactly why re-reading feels so falsely reassuring, a point covered in more depth in retrieval practice made simple.

The plan, monitor, evaluate cycle

Most models of metacognitive and self regulated learning, including the EEF's own framework, describe a three stage cycle that experts move through largely automatically and novices need to be taught explicitly.

Plan. Before starting a task, an effective learner considers what the task is really asking, what approach or strategy fits it best, how much time it will take, and what similar tasks they have tackled before. Weaker learners typically skip this stage entirely and dive straight into the task, which is why they often misread questions or choose the wrong method despite understanding the underlying content.

Monitor. While working, an effective learner periodically checks progress against the plan: is this approach working, does this answer look plausible, have I gone off track. This is an internal, ongoing check that most experienced learners do without noticing they are doing it.

Evaluate. After finishing, an effective learner reviews what worked, what did not, and what they would do differently next time, and crucially carries that lesson into the next similar task. Without this stage, learners repeat the same mistakes across multiple assessments because nothing has actually been learned from the experience of the previous one.

Teaching this cycle explicitly, rather than assuming learners absorb it by osmosis, is the practical core of metacognitive teaching.

Modelling and thinking aloud

The most direct way to teach the plan, monitor, evaluate cycle is to make your own thinking visible. When demonstrating how to answer a question or complete a task, narrate your internal decision making out loud rather than simply presenting the finished, tidy method: "I am going to reread the question because I am not sure yet what it is actually asking. This looks similar to a problem we did last week, so I will try that approach first. Actually, that is not quite working, let me check where I went wrong."

This is uncomfortable for many tutors because it exposes uncertainty and false starts that a polished worked example usually hides. That discomfort is precisely the point: learners need to see that experts also hesitate, backtrack and check their work, rather than assuming competence means getting everything right first time.

Self explanation

Self explanation is a technique where learners are prompted to explain, in their own words, why a step in a worked example or process is correct, rather than simply reading it. Prompts such as "why does this step follow from the one before it" or "what would happen if we skipped this step" force learners to actively process material rather than passively accepting it. Research consistently finds this produces deeper understanding than simply studying the same example without the prompts, because it forces the monitoring stage of the cycle into the open where a tutor can check it is happening.

Exit tickets that probe process, not just content

Most exit tickets ask what a learner has learned. A metacognitive exit ticket also asks how they know, and what they found difficult. Useful prompts include:

  • What was the hardest part of today's task, and why?
  • What strategy did you use, and would you use the same one again?
  • What are you still unsure about?
  • How confident are you that you could do this again without help?

These questions take no longer to answer than a standard exit ticket but generate much more useful information for planning the next session, and they train learners to reflect on their own process as a matter of routine.

Self regulated learning beyond the classroom

Metacognition matters most when learners are working independently, which is most of the time in further education given the volume of independent study, coursework and revision involved. Self regulated learners set their own goals, choose appropriate strategies, monitor their own progress against deadlines, and adjust their approach when something is not working, all without a tutor standing over them. Building these skills explicitly in class, through the plan, monitor, evaluate cycle, modelling and self explanation, transfers directly into better independent study habits outside it.

Common mistakes when introducing metacognition

  • Treating it as a one off lesson rather than an ongoing habit built into every unit.
  • Asking learners to reflect only at the end of a long project, when reflection throughout is far more useful.
  • Giving vague prompts like "think about how you learn" without a concrete cycle or vocabulary to structure the thinking.
  • Never modelling failure or false starts, so learners assume struggle is a sign they are doing something wrong rather than a normal part of the process.

The evidence in context

The EEF's guidance is careful to note that metacognition is not a silver bullet on its own, it needs to be combined with strong subject knowledge and well sequenced content, otherwise learners are simply reflecting on gaps rather than genuine understanding. Used alongside the kind of well designed materials discussed in guidance on cognitive load, and alongside regular retrieval practice, it forms one part of a coherent, evidence informed approach to teaching rather than a standalone trick.

Getting started

You do not need to redesign your whole curriculum to begin. Pick one unit, add explicit planning prompts before tasks, model your thinking aloud at least once a week, and swap one standard exit ticket for a process focused one. Metacognition will not replace strong subject knowledge or good instructional design, but layered on top of both, it is one of the few classroom changes with genuinely strong evidence behind it, and it costs nothing beyond a shift in how tutors talk about learning.
